Conops (imo) are basically the 5ws with imagery, intent, and endstate; I would recommend you start with the 8 step training model as a methodology for planning and executing your training event. No one makes an m4 conop from scratch, you just go into the unit shared drive and pull one out, change the dates and submit it. If everybody shrugs and says they don't know, look on your unit's share drive or share portal and see if you can find a recent one you can adapt.

As Said Before, The Bn S3 Should Have A Template To Use.
