I separate it into stuff for informaton, voice channels, the intro and starting off section, main channel discussions, off topic things, and then tech stuff / resources. I've used this format for almost every server i have made and these templates are designed with ease of use in mind. I think honestly it depends on the topic. 3, if not 4 of the templates may not appeal to most users, so its best to just stick with the first 3.
